Apparently...There is. And go Bishop Accountability Project. They've made some progress in that area - thanks in part to films like Spotlight and the Boston Globe's reporting.

* To get the database for bad cops - you have to repeal various acts across the states that keep that information from being disclosed. They had to do the same thing in the Catholic Church. In NY State - they are repealing Rule 50-A - which according to Cuomo hadn't been followed previously and all of a sudden it was. That protects the cop's records from becoming public - most likely pushed by the "union".

It's certain to be opposed by police unions nationwide. (But a lot of Americans, even those who support police in general, may feel the current status quo is untenable.)

One of the biggest stumbling blocks is the unions...who are also a lobby group.

Lobbyists can block or push through legislation. Health insurance reform was blocked by the American Medical Association and Small Business Lobby for example. And unions are often a very powerful lobby block.
