With the Robert Zemeckis remake on the way, I'd like to recommend Nicolas Roeg's The Witches (1990), adapted from the novel by Roald Dahl.

The makeup work on the witches is fantastic and Jim Henson's mouse puppets are adorable. It's anchored by Angelica Huston, in full magisterial menace, as the Grand High Witch, one of the great screen villains:
