Very true. I'm certainly open to annual testing to get an idea of how the teachers are doing so long as it's compared with the previous year's so they're not penalized for having less-able students in the first place, and so long as it's not a big criterion for students' fates so it doesn't overly stress them, but I'm also all for being hands-off when teachers are performing adequately on the basis of outcomes.
