2. Who's Next (IMO). But it's all just a matter of opinion. (The perfect album could also have imperfect songs, but work as a cohesive statement.)

4. Queen: Bohemian Rhapsody, Don't Stop Me Now, Somebody to Love, Killer Queen, We Will Rock You/We Are the Champions
The Who: Won't Get Fooled Again, Baba O'Riley, Who Are You, Pinball Wizard, I Can See for Miles
I love the Who, but I wouldn't give up those five Queen songs for anything.
