In the UK there are laundromats which are a separate business, I used to use one when I did not have a washer or dryer in my flat, but I think most flats do have at least a washer nowadays. I appreciate the drying room we have here, because in the UK you usually don't have that so you end up having to hang wet clothes around the flat, which of course leads to mildew.
I assume there must be laundromats in Germany but I don't know of any near here, there is a professional cleaner not far away whose services I have used once, but I don't have many things now that need dry cleaning.
In Eastern Europe there are hot water pipes in the bathroom and you can basically hang the stuff on those and it gets dry really fast!
