It's basically having everything that should never have been put in a reconciliation budget bill removed from it. The bill broke the rules of the US Constitution, which meant it can't be passed.
Also, by breaking it down - a lot of folks in Congress, who didn't know what was really in the bill (they don't tend to read budget reconciliation bills - this balances the Federal Budget - its usually passed quickly), now do. They know about all these things. And more to the point - they know their constituents are furious that they passed it in Congress without reading it.
Also, the Senate can blame the Parliamentarian for gutting the bill. People think Vance can overrule, but he really can't.
