I wouldn't say she was giving in to Angel, if anything she's the one who gets face time and he merely serves her pleasure, It's more Smashed than Dead Things (the balcony). Despite all the superpowers floating around, power doesn't feel like it's the thing here. Buffy's abdicating, she's brought her slayers only death and persecution and they ask too much of her, they always have (didn't Joyce!First say that)? Not power, something else, emotion? The pursuit of happiness? Love is a selfish emotion which hides its true nature. Who was that masked man?
