Re. Children of Earth, then I tend to see that as a very good contrast (both to the Connor situation, and to Buffy in The Gift): Jack makes the other choice - the choice to save the world at the expense of a child.
And, although that is, in many ways, the right choice, it also makes him more monstrous than Angel, who is achingly human in his reactions. (Also see the Tenth Doctor.)
