I'm going out on a limb and stating for the record that Lt. Pierce (Tom Welling) is the Big Bad this season and most likely The Sinnerman, who has information on everyone. And he's going after Lucifer not Chloe. I'm willing to bet he was the figure putting in the files at the end of the episode.
Yes, I suspected the same thing in the past episode and given that these episodes were made in the spring I can see why they decided to put these episodes in the next season instead. The whole arc last season was about Mom whereas this one is apparently about a supernatural Moriarty, so this does make the storyline neater.
