See, I disagree with this. I don't think the episode meant to imply the chance at redemption. I don't think the series at all has meant to imply the chance at redemption. Just that hell is a place of torture, and Lucifer provides (provided) that torture. It does fit with the conceptualization that the punisher is only being punished by proxy, and not for any deeds or individual merits. To me, that feels like A) what the comics did, and B) what they're doing in the show.
