Yep, I changed my lawn in Phoenix to light-colored gravel, since virtually all my water bill had been from watering the grass. The subdivision I live in now, was set up entirely with gravel front lawns and the HOA keeps it that way. Many years ago when my sister first moved to Tucson there were people who painted their gravel lawns green to imitate grass, but since then, people noticed the dark color absorbed a lot of heat!

ETA: Almost everyone has desert or desert-adapted plants in their front yards. I have sages (https://en.wikipedia.org/wiki/Leucophyllum_frutescens), a tall saguaro cactus and a shrub originally from dry areas of Australia.
