I just got off the phone with a friend, whose been listening to NPR regarding Halloween, and she told me that it actually originates from the British Isles. Halloween is a Celtic Holiday, which I'd forgotten. It's Samhain - the Fall Harvest.

Originates in the Northern Hemisphere - or mainly in British Isles, Scandinavia, and certain areas of France. It's not Germanic at all - which is why they don't celebrate it.
