Well, every source I can find says she was meant to be Jamaican. Some commenter says: "they actually explain this in either an interview or in a directors commentary. the dialogue coach made the choice to teach bianca a super super rare accent, not a standard jamaican accent. i think their idea was that this vampire slayer was from a small village that is isolated from the rest of the world. which actually isnt wrong if you go by the script's dialogue ("HEY that's my favorite shirt....that's my ONLY shirt"). what the accent coach overlooked is that the outcome of giving her that rare accent is that the entire audience would just think that bianca was horrible at learning a standard jamaican accent." I have been to Trinidad and Tobago, and I think that is the closest she comes to it. Plus, the logistics of getting from somewhere in Africa to the US without paying would surely have made that a completely illogical choice.
