No rumor. That memo did circulate. I have an audible book of a of writing lecture series and one of the lecturers in it admits to being the guy who wrote that memo. Since there are two lecturers in the mp3 I keep forgetting which one of the two lecturers that it is, but the guys giving the writing lecture are Chris Vogler and and Michael Hague. One or the other of them wrote that memo while working for Disney.

They have similar theories, but they aren't identical so there's some differences in what they're saying).
And, yes, you can really see its imprint on Hollywood story structure.
