I meant it as an explanation not an excuse (as in not saying this is a good thing). Also as the opposite end of a spectrum that runs from 'dead little girls are hot' through 'the bitches deserve it' there are more damming explanations. It's interesting re-watching to note that far from having no agency Penny is the only character who fully succeeds in what she sets out to achieve (namely the homeless shelter) and able to see the layers to both Horrible and Hammer where they see only an obscure object of desire.
