Depends on what they have in the pipeline. The writer's strike last year may have helped a bit - in that none of the networks have that many shows lined up to replace current programming.
On the other hand - Fox has a hit with Fringe - a show that I'm not as fond of and feel is a bit derivative of prior science-fiction series which I didn't like that much. I'm clearly in the minority though - because the set-up of Fringe does appeal to the mainstream audience - procedural science-fiction that is reality based, and science is the potential boogie man in the dark. Sarah Connor is also reality based sci-fi, but unlike Fringe and the X-Files before it, it is more serialized which means you have to commit time to it and most people do not want to do that.
May depend on what they think of Prison Break and whether they plan to keep it around much longer. It has some die-hard fans and is still pulling in the numbers. That's what has the 9pm slot, which Sarah had previously and should still be in. You're correct it's not meant for the 8/7pm slot. Too dark and too adult. Chuck and Gossip Girl are directed towards much younger demographics than Sarah Connor.
I know they have a few shows in the pipeline such as Whedon's Dollhouse - which may end up taking Sarah's timeslot. Although from what I've heard about Dollhouse - that's not a kid's show either and should be in a later time slot. Not sure how well it will do on Fox - though. The shows that seem to do well on Fox are one of two formats: dark snarky character procedural mysteries a la Bones and House and Fringe, or 24ish serials. Dramas that do not fit those two formats get cancelled rather quickly I've noticed, which is a shame because I'm not a huge fan of those two formats, outside of House which has the amazing Hugh Laurie and Robert Scean Leonard and 24 with Keither Sutherland to anchor it, the other shows leave me a bit ambivalent, mostly due to the format. But Fox's core audience isn't me. ;-)
