I know Alicia didn't know if it were a forgery or not. She couldn't be sure if David Lee slipped her the form unawares. She remembers signing the original, but can't find it. (Oh, ghod, I've been there, done that - too many times to count. So easy to lose stuff like that. That's why I love electronic scanning - but that's not even reliable - that episode nailed it.)
And you're right - it's another attack against Peter, not Will, the real target.
