I don't think that's necessarily true. I think [livejournal.com profile] shapinglight comment below actually clarifies this - Spike is at war with himself. He wants Buffy,
but...

In Hell's Bells - remember, he is pleased to see her happy. She's glowing. And he leaves the moment he realizes that his presence and involvement with another girl could be hurting her. Could be making her unhappy. If he wanted her to be unhappy - he would have stayed.

Also in Normal Again - he states that he thinks she likes to be miserable and she needs to stop it. I think he honestly believes she'd be happy if she joined him and embraced the dark side. But a part of him isn't sure and doesn't believe that.

Spike's actions seem contradictory at times because he's at war with himself. He's of two minds about the situation.
