If Whedon wanted to do the friend of my sister thing - he could have made Giles a more active figure in Dawn's life than he did in the later seasons. He could have made Buffy less of a guardian. And he could have not brought up child services or had Dawn state in the comic that Willow is like a mother to me.
But he did all those things. It would have been simple not to emphasize that connection and develop them more as just friends or friend of Buffy.
But..mileage does vary a lot on this. There are a lot of Xawn shippers and a lot of fanfic with Xander/Dawn and Spike/Dawn (which grossed out the writers for some reason - apparently Angel/Buffy and Xander/Dawn aren't as bad??) online, not to mention Giles/Buffy and Giles/Anya (which grossed out the writers)...so to each their own.
Just explaining why it does not work for me. Of course it probably doesn't help that Dawn grates on my nerves. Is it just me or does Xander have a thing for whiny females? Probably just me. ;-)
