Or perhaps he just wanted to mindf**k them? Whedon has stated numerous times in many seperate interviews that "There will always be the 'core four'." I don't think he will ever permanently kill any of them. I could see Dawn, or maybe even Faith (if her death were heroic enough, although I think his fans might never forgive him if he did that). Satsu? The reaction would probably be far worse than when he killed Tara.
Riley? Too many people would be happy, so I don't think that would have the intended effect. (I like Riley, so I wouldn't be happy, but I'm not the norm here.)
