I think he probably had the big picture - Buffy and the Slayers fighting humanity, Angel as Twilight, probably he knew how it would end - but the 30 issues in between I think he's been figuring it out as he goes along, which is why there are some interesting clues embedded along the way, but the plot itself seems to meander a lot.
