They revised the definition of "inactive" journal to mean one that only has a maximum of one post and hasn't been used to make any comments, and hasn't been used in two years. Sounds pretty safe to me.
And apparently the main reason is because unused LJs are cybersquatting on thousands of user names which current users would like to get themselves, and a lot of people have been pushing LJ Support to do something to make the names available again.
