Well, in 2000, because of the voting mess in Florida, the Supreme Court made the decision. Can't remember all the specifics. It wasn't really a tie though, so much as a disagreement over how the votes should be counted.
In event of a tie - it goes to the House (DO NOT WANT) and the Senate (DO NOT WANT) - and that's going to be a nightmare.
