Been wondering much the same thing myself. I was also a bit surprised that they killed off Kol. They do, however, still have Klaus, Elijah, and I think there's someone else out there...as well as Rebekkah. Also, they can do "flashbacks". So even though they killed off Kol, he can still be in the spinoff. So too could Rebekkah - due to flashbacks.
I know they are introducing a bunch of new characters for the spin-off, and the spin-off is supposed to take place entirely in New Orleans (apparently borrowing a page from Anne Rice).
