Unlikely...according to the story there's still a Wicked Witch of the East...that's the one with the ruby slippers, who got squashed by Dorothy's house. Hmmm...wonder if Rumple conjured the tornado in an attempt to get the slippers? I still think he might be the Wizard of OZ.
