Workplace humor...

Intercom: Attention, Attention - This is your fire safety director, a water pipe broke in the basement, there is no water in the building. Repeat the water has been turned off in the building.
Voice from the Opposite side of my cubicul wall: Does that mean we can go home now?
Me: Most likely not.
Across the aisle: Hmmm, I better go to the bathroom now while there's still water. (Whoops, no too late. Maybe not).

Now what the fire safety director has to do with a water pipe breaking, I've no clue. This is why I don't watch The Office or Parks and Recreation - why watch on TV what you see at work daily?

Most likely the fact that water can get into the electrical system and cause a fire.

Or they don't have anyone else who knows how to do the announcements (which is far more likely). ;-)

That is exactly what I was thinking.... no one has it in their job description so everyone keeps passing the buck until fire safety guy just says 'I'll do it'.

Which is my building in a nutshell...the announcer sounded like he no clue if he was doing it right.
